Denison, Ram and Gibbs wrote on the 10th. October, 1906, that they believed they had supplied all the necessary drawings and they enquired whether any other drawings were required. Mr. Fisher's comment on their letter was that he did not then know of any drawings but it was possible that further drawings might be required. That he himself prepared draw- -ings can only be ascribed to the cause I have already mentioned, name- -ly, friction between himself and the Architects.
Paragraph a (b). If I gave Mr. Fisher instructions, which were liable to misconstruction, it was his duty to state any such matters in writing and obtain confirmation of them. With an officer occupying the position as to which Mr. Fisher does, I do not expect to have to make enquiries
it would be impossible for me to the carrying out of my instructions,
do so in the case of the large staff under my charge, having regard to the multifarious other duties which I have to perform. Paragraph 8 (c). With regard to the Committee's statement that, if the work had been entrusted to an efficient Executive Engineer, no delay need have occurred, I had confidence in Ar. Fisher's capabilities when I placed the work under his supervision. I can only conclude that his position, vis-à-vis Mesors. Denison, Ram and Gibbs, caused him to lose his balance, with the result that he became iricapable of conduct- -ing the work properly. An unfortunate habit of grumbling which he possesses appears to have grown into a disease which has incapacitated him for the proper performance of his duties.
Paragraph 9.
Er. Fisher's connection with the Post Office build- -ing dates from April, 1906, when he returned from 12 months' leave. The foundations had then been completed and a contract for the Super- -structure had been let, the Contractors having gone into possession of the site on the 23rd. January, 1906.
Of the works enumerated in the Committee's report, Yaumati School was completed in the beginning of January, 1906; The Quarters for the District Officer, Tai Po, in February, 1906; and the Stable and Approach at Tai Po in March, 1906. As these three works were completed before lir. Fisher's connection with the Post Office began and whilst he was absent from the Colony, they could not possibly have interfered with his duties on the Post Office. Again, as the Harbour
